Dr. John Cook moved to the settlement that became Sioux City in early to mid 1850's. He helped from the Sioux City Land Company and shortly after started plotting the town of Sioux City, Iowa. At first he plotted around the settled area of Joseph Leonais eventually purchasing the much needed land from Leonais.

As John Cook was plotting the land that became Sioux City he was threatened by Yankton Sioux Chief Smutty Bear to stop his planning or there would be violence. To which John Cook reportedly told Smutty Bear to remain peaceable or he would seek the assistance of enough white men to exterminate, or kill, the tribe. Smutty Bear and his tribe left and the survey was continued.
