The criteria is they have to be commercially prepared, grilled, heated, cooked, steamed and even fried by a restaurant, vendor, food truck/trailer even a stand alone hot dog cart is acceptable. The dogs can even be provided by a self serve market or vending machines where the consumer has to heat it up. The dogs cannot be not purchased from a grocery store and prepared at home.
There is a standard by which the hot dogs and chili dogs are measured. That is the hot dogs and chili dogs at the Corner Bar in Rockford Michigan.
