Found it after remembering a hint from a geocache friend that we asked last year. We finally made the trip back to find it.

Erased a zero today and earned points toward the souvenir challenge.

 Mardi Gras, New Orleans' Carnival celebration, dates back to the 17th century, and came to North America as a French Catholic tradition. Today it is celebrated with large parades and balls. So called Krewes clubs prepare all year to create the most opulent balls and parades for the occasion.

Returned to area today find this one and erase a zero.

Found the bison tube on the ground under the object it was likely hanging on. The wire was broken. Took the container to my vehicle, pulled out the geocache kit and replaced wire with a new one. Signed log and returned container to correct location.

After almost 4 years of not being found and logged it is good to go for future finds.
