Found the bison tube on the ground under the object it was likely hanging on. The wire was broken. Took the container to my vehicle, pulled out the geocache kit and replaced wire with a new one. Signed log and returned container to correct location.
After almost 4 years of not being found and logged it is good to go for future finds.
