This video was taken at the Sioux City Railroad Museum.
The railroad museum used to be the Milwaukee Shops when the Chicago, Milwaukee, St. Paul and Pacific Railroad, also known as the Milwaukee Road, was in operation. The shop was where maintenance and repair were done to the locomotives, rail cars and equipment as necessary to keep them operating on the railroad.
Today the museum houses a great many pieces from railroad history including steam locomotive 1355, Old Iron Horse. They have a lot of their building still standing and in use today for purposes of the museum.
The museum also operates a small passenger train which is what the author was riding on when he recorded the video.
